Pharmaceutical Industry Association

The Pharmaceutical Industry Association was a trade association comprised of pharmaceutical companies around the world. It was a non-profit organization governed by bylaws and directed by officers who were also members. It was the global heart of the pharmaceutical industry and acted as its representative body and "industry voice" that spoke on behalf of its members to governments, agencies, regulators, media, press and other opinion formers.

As an 501(c)6 organization in the United States, donations to this nonprofit did not qualify for tax deduction but it was allowed to lobby and engage in political activities. The Umbrella Corporation and TRICELL Inc. were influential executive board members. It developed anti-B.O.W. (Bio Organic Weapons) technology such as the "GENESIS" bioscanner series. 1

History

In 1998, Umbrella's B.O.W. development, experimentation and distribution diminished the trust of the entire pharmaceutical industry; and what's more, Umbrella itself was one of the association's executive board member companies. If that was all, the association may have gotten off with mere degradation of their image. In the present age, medicine and medical treatment are inseparable. In some cases, people may not mind the image in order to use medicine if needs be. However as the lawsuit progressed, the situation began to change as the names of various pharmaceutical companies began appearing in the evidence presented by the prosecution.

Umbrella had tactfully adopted chemicals and technology developed by each pharmaceutical company into all aspects of weapons development. That alone was of no consequence but they had also commissioned development to each pharmaceutical company and devised it so they wouldn't realize some of the development was for creating biological weapons. From each pharmaceutical company's perspective it meant they had unknowingly participated in biological weapons development.

The association's member companies had regarded the Umbrella problem as somebody else's problem. But the story shifted when the companies became defendants themselves, about to be saddled with the responsibility for the incident that killed 100,000 people. If they lost the lawsuit its member's continuation was hopeless. Even if they were found innocent, the deterioration of their image would have a massive influence on not only sales, but also the authorizations of governments around the world. For pharmaceutical companies, lack of approval for the drugs they develop was also a death sentence.

The association formulated countermeasures and approached the prosecution with a plea-bargain. In order to fully cooperate in resolving the case, the association would offer trade secrets to corner Umbrella and gladly provide them. This suggestion was accepted favorably by the prosecution passionately seeking Umbrella's annihilation and they shelved the prosecution of the association's members.

BSAA (2003)

In 2003, Umbrella was declared guilty by the U.S. Supreme Court and quickly went bankrupt, believed to mark the end of the giant scandal that almost embroiled the entire pharmaceutical industry. However, the situation began to display an unexpected development. B.O.W.'s began leaking into black markets around the world due to Umbrella's collapse. Since they flowed into the hands of certain nations, guerrillas and terrorists, the threat of B.O.W.'s rained down even on the general public. In 2004, fearing being held accountable by the world for this turn of events, the association was forced to take further countermeasures and organized the private anti-bioterrorism unit "BSAA (Bioterrorism Security Assessment Alliance)." 2

The company initially headhunted eleven elite civilians limited to acting as observers to anti-bioterrorism operations of national armed forces and law enforcement agencie, but bioterrorist violence far exceeded expectations and was unable to be immediately dealt with through such methods. Thus they began considering the formation of a service unit able to adapt to situations, but in the end, the BSAA was a civilian-led NGO. In investigations within other countries with governments, limits for arrests and use of force naturally arose. However the threat of bioterrorism was already becoming a global problem and so the BSAA was reorganized as an anti-bioterrorism unit under United Nations jurisdiction.

Although the BSAA was a public organization with elements similar to a multinational military unit, it's a widely known fact that from the circumstances of its formation most of its funding comes from the Pharmaceutical Industry Association. Although such a situation was often the target of criticism, it would've imposed a substantial financial burden onto the UN member nations if there was no funding. Moreover, since it was considered important for the association to finance the BSAA while advertising an appealing position for the entire industry, this relationship continued. 3

In 2005, pharmaceutical industry leader WilPharma Corporation was bankrupted. It was purchased by TRICELL which became the association's most influential member company. The association developed the "GENESIS" Ver. 1.0.9.

In 2009, the BSAA discovered that TRICELL was involved in the manufacture and sale of illegal biological weapons and the orchestration of a global bioterrorism event. Afterwards, TRICELL HQ was attacked by a rival company.
