Mapping Raccoon City in Minecraft

UPDATE 2 - The first part of the project is now ready and available for download on MediaFire:

It is just a regular Minecraft map folder that you'll need to put in along with any other maps in the "saves" folder in the actual game's folder. It would be greatly appreciated if you wouldn't distribute or use the map without giving proper credit! Any feedback would also be appreciated.

A few things you should note if you're going to try the map out:
-Make sure your difficulty is on Peaceful! (No enemy spawning)
-Don't break anything! If you can only get somewhere by breaking a wall or such, then you're not supposed to go there and you're ruining the movie magic!
-It is a Creative map so flying is on for easy travel (as well as cheats to change time of day and all that)
-I have no idea how to turn animal spawning off... so there's some wildlife probably.
-It turns into just a regular "overworld" type Minecraft map beyond what I've built.

UPDATE - In case anyone is still interested or wondering: yes, this project is still being actively worked on. Completely unsurprisingly though it apparently takes a lot of time to create an entire city even in Minecraft! The whole thing will probably be ready just in time for the Resident Evil 2 remake haha. I will probably be "releasing" this map in parts before putting it all together into a single gigantic map. The Arklay facility is actually very near completion and very likely the first one. I guess I could do a poll for what to "release" after that one, if there's interest in that. The thread has now a more descriptive title now as well.

So out of sheer boredom and fascination for maps I've started a project of recreation the entirety of Raccoon City (and the surrounding areas such as the Arklay facility and the Training facility) in Minecraft. Well, recreating as close to the games as humanely possible, at least. The problem is that there are a lot of things in the maps that are not set in stone, and I'm sure that the community here has spent a lot more time speculating about the most likely places where different things should be on the map.

Here are some various screenshots of the project. The screenshots are taken with Minecraft Shaders on but no resource packs or anything like that were used. The Shaders only make the graphics of the game a bit nicer.

The base map that I've been using so far is the exact same one found on this site's image section, along with the same marked locations on the map.

Then there's also the case of a particular elevator... I've just resorted to having the top floor (where the train crashes in the training facility) to not be connected to the rest of the elevator at all. But still, that leaves the problem of RE Zero's Water Treatment plant being directly below Birkin's lab, and then the mansion being a walking distance away from that (how Rebecca and Billy escape in the end of Zero). So I guess Birkin's lab and the Vacant factory are really far in the city outskirts. I do understand that in Zero, you were originally going to go from Marcus' lab to the Water treatment plant, and Birkin's lab was just a last minute addition as nostalgia (the encounter with Enrico makes no sense, location-wise). But, because the Training facility can't be floating in the air above the Vacant factory, I felt like the aforementioned way was the only way for it to make sense.

I'm no expert on the map of Raccoon City, although I do know is that it doesn't work as there are too many overlaps, even between RE2 and RE3 and that's before even taking Outbreak into account.

The "magic elevator" is an old topic of disucssion and you are correct in disregarding the top floor. Hence the magic element. (Also proved to be magic by the fact that Wesker could have taken the elevator to the crashed Eliciptic Express in Beginnings if he wished - he didn't, so it doesn't go there).

You are also right about the random insert of Birkin's lab in REZero, it was inserted off piste as proved in all the artwork.

Remember that the Water Treatment Facility is not under Birkin's Lab, but next to Birkin's lab. It sits past the blast doors at the main entrance. The vast majority of Birkin's lab and the underground train is well below where the Water Treatment Plant sits.

Your other source will be that when you are deepest in the Water Treatment Plant and fighting queen leech you then get onto that platform which moves diagnally upwards. Away from the Treatment facility/Birkin's lab and for story's arguement into Arklay Forest.

Zero's geography has always been messed up and Enrico does not help in the slightest.

The overlap between RE 2 and RE 3 isn't really too bad. The area around them (specifically, directly behind the Police Station) has enough of unused city blocks (meaning there is no indication from any game or media that there would actually be something there) that the minor overlaps won't be a problem.

I've been reading some of the old topics about the other Outbreak scenarios on this forum (sadly most of the images used in those topics are not available anymore), and they've helped to make at least a couple of things clear. Such as Central Street being the same as Main Street (from both Outbreak games), and the Arklay facility and Training Facility (and the part of Raccoon Forest seen in the games in general) are north or north west of the city.

There are quite a few major things that I've no idea how they should fit to the city, and they could really come back to bite me in the ass later on if I place them wrong. Birkin's Lab and the Vacant Factory above are probably the biggest one, and News Bot's comments in the other topic about how said lab is supposed to be (around) the center of the city, with the lab from Outbreak File 2's End of the Road (the Umbrella public facility) being on top of them, which confuses me even further. Those topics were years old already though, so I'd be interested in hearing if thoughts have changed about those or if we've gotten some new information.

The Water Treatment Facility seems to be right next to Birkin's Lab, yeah, but if the whole thing is around the city center then that would make for one heck of a trip from the heliport in Zero to the Spencer Mansion. If the cable car tunnels are supposed to go in just a straight line, then that would be pretty much impossible as well, although I guess that depends on how much of the city exists outside of the popular map from the Archives books.

As for the mapping of the city, it's pretty much guess work I'm afraid. It will always be a fragmented, contradictory and messy work. Most of the general directions where everything is are vague or have been retconned. Probably BIO2 Remake will bring some definite answers, but who knows, most likely not.

Very excited about this project!

Feel free to post some WIP images, we would love to see your progress as the project develops.

I'm not much of a mindcraft guy, I'm curious if there are any Resident Evil themed skins for the characters. It would be fantastic to walk around your finished map as one of the characters from the series.

I'm really not much of a Minecraft guy myself either, and definitely no master builder. The thought of creating Raccoon City was first and doing it in Minecraft second, it just seemed like the most practical way. Some of the buildings don't really look exactly like they do in the game and I've made making everything geographically as accurate as possible a higher priority than making everything look exactly as in the games (although even with that you do have to make a lot of compromises due to the city layout). I did do my best with that though and I'd say that everything is still very much recognizable at least. ...and it is Minecraft after all, so expect blocks.

As for the character skins, there are bound to be some on the Minecraft forums or somewhere. As for the maps themselves, I've made a point of not using any mods or custom skins or that sort of thing, in order for easier playability.

I'm going to post some work in progress screenshots. I also have an edited Raccoon City map so people will get a better picture of where I'm planning to put everything in the city, and can give feedback on that.

If you're interested in actual 3D modeling I would suggest Blender or Maya, 3DS Max and Softimage. Blender is free and the last 3 are free if you sign up on the Autodesk website as a "student". You can get a 3 year license Cool

BONUS: The RE series has used Maya and Softimage to model and Animate.

I've had a somewhat of an interest in 3D modeling, but that stuff does really just go over my head unfortunately. Minecraft seems to be easy enough for even me!

This may not help, but Outbreak retconed the layout of the Zoo.

Here the zoo map and surrounding area from Outbreak. It also pinpoints where the resturant is.

Thanks, it certainly doesn't do harm to know this either. I was always going to use the actual layout of the Zoo from Outbreak. I guess Outbreak 2 then came after the Archives book that the map I used? The Outbreak map doesn't really pinpoint the Zoo's location on any specific point on the bigger map, so I'm probably still just going to place it in the same place anyway.
